Research For Diversified Financing Mechanism Of The Rural Highway's Construction

Rural road is the foundation of national highway's network, which makes our country's road network more complete and effective. And it is also the important link of connecting the urban and rural, making road transport more convenient, increase service wide and adaptability.? The rural road is the direct way to connect villages and towns, the main purposes are to service for the majority of farmers. It plays an essential role in rural economic development, the exchange of materials between urban and rural, the economic prosperity of rural farmers, the convenience for peasants' daily production. However, there are some problems in the funding of rural road construction, such as the lack of government investment, the village poor capacity of collective investment, the shortage of bank loans due to its low profit. In this case, it is necessary to explore effective funding ways to promote our rural road construction. Based on the analysis of the current situation of rural road construction funding and the contrast of financing mechanism at home and abroad, then it is easy to explore the rural road construction for the diversification of financing mechanisms. Specifically described as follows:Chapter 1: The purpose and significance of the research, and the research situation at home and abroad.Chapter 2: The relevant theoretical basis of rural road construction financing.Chapter 3: Starting from the source of rural road construction funds and the importance of rural highway construction, with the analyzing on the capital sources of foreign country's rural road construction, we can conclude some useful reference and experience.Chapter 4: Through research on the existed financing methods of our country rural road construction (financial expenditure funds, bank loans, transportation fees, farmers input), characteristics and the analysis to the source of funds in China, then present the problems of fund raising in our country's rural highway construction.Chapter 5: To explore the new way of rural road construction financing, and based on the present situation of our country's rural road construction financing, we propose some of the recommendations which can be implemented for rural road construction, including to set marketization fund-raising ideas, to simplify examination and approval procedures, to issue preferential policy, to implement local adjustment policies, to establish and perfect the legal system, etc.
