A Study On The Problems And Countermeasures Of Rural Road Construction PPP Mode In T County Of Jilin Province

To solve the problem of unbalanced development between urban and rural areas,China has proposed the task of poverty alleviation and effectively linked the results of poverty alleviation with the rural revitalization strategy.From poverty alleviation to rural revitalization strategy,every topic closely revolves around rural development.How to build,maintain and operate rural roads is becoming more and more important in the rural development part.Rural roads are related to whether rural people travel safely,quickly and conveniently,whether rural people’s economy can grow steadily,and whether rural industries can go farther and wider.As we know that,the construction,management,maintenance and operation of rural roads is so important that General Secretary Xi Jinping has made a series of important instructions,which further reflects that rural roads are an important part of China’s transportation power.However,with the transfer of the focus of national support for transport infrastructure construction,especially for rural transport infrastructure construction in relatively weak areas,the support intensity decreases,which increases the financial pressure of county and township local governments to undertake the construction of transport infrastructure.Therefore,under the active advocacy and policy support of the state,local governments try to adopt the application of government-social capital cooperation(PPP)mode in rural roads,so as to transform government functions,activate social capital,solve the investment pressure of local governments,and achieve the goal of rural road construction.In this paper,case analysis method was adopted to study the rural road construction PPP project operated by T County in Jilin Province,and one-to-one interviews were conducted with relevant staff of the transportation bureau of T County,the project implementation agency,and staff of the project company to understand the necessity of the application of the PPP mode of rural road construction and T county rural highway construction problems in the process of the PPP project implementation.Through the literature research,combining with the experience of enlightenment and the PPP mode at home and abroad,the rationality of PPP mode application in rural road construction is proposed.The thesis has five chapters.Chapter 1 is about the background and significance of the topic selection,explains relevant theories and concepts required by the paper,and summarizes the research results of PPP model and rural infrastructure construction at home and abroad.Chapter 2 mainly introduces jilin Province to the rural highway construction of the relevant practices.The situation of rural roads in Jilin Province in recent years is summarized,and a detailed study of rural road construction in T-county of Jilin Province is conducted.Chapter 3 summarizes the introduction of PPP mode in rural road construction in T County,Jilin Province,to a certain extent,reduces the pressure of public financial expenditure,promotes the transformation of government functions,and promotes the strategic process of rural revitalization.Moreover,it also avoids the necessity of "emphasizing construction and light operation" management system in previous rural road construction.Introduce T county of jilin province rural highway construction basic for the PPP project.Chapter 4 presents the problems of PPP projects for rural road construction in T County,such as unclear division of responsibility for supervision of PPP projects,the lack of talents for the PPP projects,rural highway construction field landing rate is low,the lack of awareness of the PPP model is addressed and the reasons for it are analyzed.Chapter 5 proposes some countermeasures,such as clearly delineating the functions of each participant in PPP projects,diversifying the training of professional and composite talents,broadening the channels of government funds,and strengthening the propaganda of local governments to PPP model.The PPP model has been developed and improved in the application of rural road construction.
