The land is the foundation of human survival, is the most basic source in material production. Cultivated land is essence in land, is to people get their food and other agricultural irreplaceable production. Land fertility directly affects on crop growth, yield and quality. It is the important material to ensure the sustainable development of agriculture. Cultivated land area per capita less, the quality of cultivated land overall level is low, cultivated land degradation serious. Conduct the cultivated land investigation and quality evaluation, it is a basic work of the cultivated land protection. It has the extremely vital significance to realize sustainable development of agriculture, to ensure food production safety, and enhance the competitiveness of agriculture.This paper used Erdao area of Changchun city as the study area, through to the soil field investigation, social statistics and soil indoor test in Erdao area, in GIS flat, adopt ARCVIEW3.3 and ARCGIS9.3 software made numerical processes to survey data and maps, adopt the Delphi method to select 12 factors as the evaluation factors of cultivated land fertility, and then used the theory of fuzzy mathematics and methods, according to the characteristics of the factors and the influence of the cultivated land fertility constructed the membership function, used AHP tectonic judgment matrix and determined the weights of every factor, by used GIS technique completed database construction, used addition model identified comprehensive index of the cultivated land fertility, and used the cumulative curve method to determine the cultivated land fertility level, at the same time made the farmland productivity grade map. This research achievemented as follows:1,Farmland productivity evaluation in Erdao area. According to every assessment unit of the cultivated land fertility, divided the cultivated land fertility to six level rationally by used the average method, rendered the cultivated land fertility evaluation result special maps by ARCGIS 9.3 and statisticed about every level area of the cultivated land. Among them, the first land area was 1317.82 hectares, about 6.24% of the total area; the second land area was 5386.78 hectares, about 25.53% of the total area; Third-class land area was 7081.15 hectares, about 33.56% of the total area; Fourth-class land area was 4320.18 hectares, about 20.48% of the total area; Fifth-class land area was 2920.63 hectares, about 13.84% of the total area; Sixth class land area was 73.02 hectares, about 0.35% of the total area.2,This study analysised every level of soil characteristics of cultivated land. Among them, the third cultivated land was mainly affected by the texture, the fourth cultivated land was mainly by the landscape impact, the fifth cultivated land was affected by the thickness of humus and soil nutrients influence, the sixth cultivated land was influenced by the geomorphology and erosion, and put forward a good use suggestion to the every level of cultivated land. 3,This study put forward the good exploratory countermeasures and suggestions to farmland soil improvement. Among them, included promotion dry-farming water-saving agriculture and soil fertility buildup, pursued the conservation tillage, improved drainage backbone project and field matching project, forestry etc.Based on the research process, building software platform to be used in database, through parameter calculation and achievements of automation, grope figure output developed a set of used GIS technology to develop the cultivated land fertility investigation and quality evaluation effective working methods and technology process, cultivated land resources sustainable utilization and scientific management, and ongoing research soil testing fertilizer and evaluation of the cultivated land fertility has positive significance in Erdao area of Changchun.
