Because of the imbalance of economic development of all regions,expanding the scale of foreign investment, and increasing environmental requirements gradually, pollution transfer has attracted increasing attention.The continuous development and expansion of the manufacturing sector contribute to local economic development significantly. However, developing countries are confronted with envrionmental deterioration,admist of economic development brought in by FDI. It is in this context,taking the transfer for manufacturing as an entry point, This paper researches questions of manufacturing process of pollution transfer by FDI.Firstly, This paper defines the concept of pollution-related transfer and the theory of industrial transfer.Secondly, This paper analyzes the status of the pollution transfer of in the manufacturing process of FDI,and the reasons for pollution transfer.Thirdly, This paper compared the advantages and disadvantages of FDI in manufacturing and manufacturing in China. With Related theory and data analysis, this paper Analyzes the impact of foreign investment in manufacturing to China's economic and environmental.Finally,this paper proposes a series of policy recommendations to reduce pollution transfer through FDI.This paper analyzes from three levels, draws the main conclusions are as follows:First, from the government perspective,this paper proposes recommendations, Strengthening government guidance, reducing "government failure" in the process of introducing foreign capita establishing China's green GDP accounting system and other measures as soon as possible. Second, from the market angle, according to national circumstances, the actual situation in the province and other places,our country would develop appropriate policy measures to reduce the harm brought by market failure, adjust domestic laws and regulations, improve environmental standards and environmental access system. Third, from the enterprise perspective,we should enhance the independent innovation, enhance industrial upgrading needs.
