The exploitation and utilization status is investigated of 1298 uninhabited islands in Zhoushan. Different types of exploitation and utilization activities are classified statistically. The situations of the ownership of these islands are surveyed. Relevant parameters on evaluating uninhabited islands are researched. Policies of the exploitation and utilization of uninhabited islands are discussed at last, considering major factors, such as the natural situation and the social and economic condition in Zhoushan.The result shows the degree of utilization for uninhabited islands in Zhoushan remains at a fairly low level overall. The level of exploitation for islands closer to big islands (such as Zhoushan Island, Daishan Island, Liuheng Island and Jintang Island) or the mainland is relatively higher than small and distant islands. Islands far away from the continent and larger islands are only used for building lighthouse beacon and lighthouse or other relatively simple utilization. Most distant islands still maintain a relatively original status. According to the survey, 370 uninhabited islands are exploited at different levels in Zhoushan. It accounts for 26.62% of the total number (1390) of all Islands. Currently, three marine protected areas have been established in Zhoushan, including one bird nature reserve, two special marine protected areas. These areas include 158 uninhabited islands.The multi-level evaluation system is discussed for the protection and exploitation of uninhabited islands. Through the classification, screening, refinement and decomposition of evaluation factors step by step, the multi-level evaluation system for the exploitation and utilization of uninhabited islands is formed. Under this research, the whole exploitation situations of uninhabited islands in Zhoushan are sorted out. In the exploitation and utilization of uninhabited islands, the principal contradictions incompatible with the current economic and social development situation are analyzed. Planning proposals, relevant policy guidance and recommendations are proposed for the exploitation of uninhabited islands. The fundamental data is provided for oceanic administration. This analysis will be used to improve the scientific allocation of resources, rational and sustainable exploitation for uninhabited islands to a certain extent. It will also be used to enhance coordination between the developments of marine industries and improvement the overall efficiency of resources for uninhabited islands.
