In recent years, computer network technology has a very big progress ,with the development of computer technology,and brings a new hope further to the global economy. From the 1980s , logistics importance is constantly seriously rised, especially in Europe and America developed countries, logistics technology has achieved the very good development and application, covering the products from production to the circulation and consumption during the entire logistics system, which has become one of the important foundation for enterprise development.However, the simulation optimization method still not mature, from a whole study ,most of the simulation optimization methods only focused on one aspect of the simulation optimization, without perspective on the simulation and optimization, from the point of view of system they lack of considering the relationship of simulation modeling methods with algorithm. At the same time, various simulation optimization method in solving logistics scheduling and control this problem, existing the efficiency of the algorithm is not high, the computational time is too long; in intelligent, lack of interaction between means and methods to simulation and optimization method. Simulation of optimization algorithm is just provid the results, and unable to provide parameters optimized algorithm operation analysis of the function of optimization search guidance.Therefore, this paper adopts method of combining the system simulation and simulated annealing solve the vehicle routing problem with time Windows(VRPTW), it not only perfected the mathematical analysis and modeling tools, further development and improve the design theory, but also build a new technical development simulation optimization idea and a efficient new method. Through effective science algorithm can solve VRPTW, not only can improve the working efficiency of the logistics distribution, also can realize enterprise scientific, reasonable and efficiently management.
