After continuing and stable economic growth, the absolute rural poor population dropped substantially in Xinjiang Province, but because of the unequal distribution of income, which has highlighted the relative poverty problem. Xinjiang is one of the provinces that has a higher proportion of rural poor in China at present. Economic growth plays a significant role in reducing poverty. But the economic development has broader implications than the economic growth. Studying the problems of new time's rural poverty of Xinjiang in the perspective of economic development has practical significance. This study is mainly embodied in three aspects: First, Adopting the relative poverty line as the research foundation, comparing the role of poverty reduction between economic growth and income distribution. Second, Analyzing the restrictive factors of poor rural areas and poor people of Xinjiang at present. Third, Capability poverty as a development concept itself, which is one aspect of this study.Firstly, as the relative poverty line a measurement standard of poverty, it will estimate the breadth, depth and strength of Xinjiang rural poverty from 1995 to 2009, so as to find the historical process of Xinjiang rural poverty reduction. Economic growth can reduce poverty is an established fact, so this paper will put economic growth poverty reduction effect as one of focuses. Analyzing the efficiency of economic growth to reduce poverty and the causes of this trend, an important reason is income inequality intensifies, so this paper analyses mainly the impact of economic growth and income distribution to rural poverty. Rural net income growth reflects the level of economic growth and the rural income inequality reflects the distribution of income, based on the FGT index, empirical studying the relationship among them. The analysis in general shows that fast economic growth has promoted rural poverty reduction and the enlarging income gap has decreased the efficiency of economic growth. As economic growth and income distribution can not fully explain all the changes in poverty, this paper also analyzed the current economic restrictive factors of poor areas and the restrictive factors inputs of poor, then put forward the anti-poverty policy proposals in the end.
