Poverty is the difficult issues of human society, it is not only a serious obstacle to social and economicdevelopment, but also induce regional conflicts, one of the major causes of social instability andenvironmental degradation problems.Three Regions of southern Xinjiang is a typical national contiguousfocus poverty-stricken area.Pro-poor policies of capital investment style did not improve the livingconditions of the poor.And from the perspective of rural human resources development,Exploring thespecific path of the poor out by increasing the production capacity and the ability to resist risks become thenew breakthrough of poverty alleviation and development of Three Regions of southern Xinjiang.This paper systematically studied the degree of association of human resource development andAnti-poverty, Rural Human Resources Development’s contribution to Anti- poverty、obstacles and innermechanism to the development of human resources in rural areas with the methods of Grey correlationanalysis, comprehensive evaluation, VAR model and Ordered Probit models.Firstly, the paper introduces the background and significance, Overview of current research andreinforce the theoretical support for thesis research on the basis of a clear definition of the core concepts.Secondly, the paper summarized the status quo of the poverty and anti-poverty of Three Regions ofsouthern Xinjiang,then measured the effectiveness of Anti-poverty model.Three Regions of southernXinjiang is the poor regions which has largest impoverished area、most concentrated population、mostsevere levels of poverty、most complex problem of poverty and most difficult Anti-poverty.Three Regionsof southern Xinjiang’s anti-poverty modes include livelihood projects, social assistance, poverty alleviationand rural industrial development of human resources,and Human resource development in rural areas havethe most closely relationship with effectiveness of anti-poverty.Thirdly, the paper evaluate the human resource development effectiveness and rural anti-povertyeffectiveness using Comprehensive Evaluation Method and investigate the long-term effects of humanresource development in rural areas to the effectiveness of Anti-poverty using pulse response analysis andvariance analysis of VAR model.The study found that human resource development in rural areas have along-term and significant role in promoting anti-poverty of the Three Regions of southern Xinjiang.Finally,the paper established the influencing factors analysis model of human resources developmentin rural areas of Three Regions of southern Xinjiang with Ordered Probit model.The values of complacent,lazy and the more children, the more happier hinder enhance of human capital and the optimal allocation ofpopulation resources of the rural labor force.Basic education, vocational skills training, language trainingand cultural propaganda can effectively break the traditional concept of the rural labor force、stimulate therural labor force’s training enthusiasm and interest and achieve a reasonable flow and accumulating humancapital of rural labor.This paper studies the Three Regions of southern Xinjiang’s Anti-poverty issues from the perspectiveof human resource development in rural areas and get some valuable research results and data.Research hasa strong reference value for the three southern states to develop pro-poor development policies.
