The Recource-Based Cities' Industry Transformation Of China In Low-Carbon Economy

Resource-based city is an important part of our national economy, to depend on the advantage of its own natural resources, it provides basal energy sources and important materials for the continuous, healthy and harmonious development of the national economy, promotes the process of the national industrialization and accelerates the progress of our economy and society overall. However, for the non-renewable resources, some resource-based cities were gradually exhausted even depleted. According to NDRC's statistics, most of our resource-based cities are in mature or recession stage, more than 10% are in recession, about 10 resouse-based cities are facing "mine dried up City bad " progrem. So it is imperative for resourse-based cities' industry transformation. Meanwhile, for the industry transformation of resource-based city, our government also gave strong support, to the cities and regions in northeast that mainly exploit resources, the Report of the 16th National Congress of the Communist Party points out that "support the cities develop the new industries", to the resource exhaustion regions, the Report of the 17th National Congress of the Communist Party points out that "help them achieve economic transformition". Therefore, combining with the development of resource-based cities' status quo and problems of industry transformation, formulating feasible low-carbon transformation path, it has important theoretical and practical significance to promote sustainable development of resource-based cities.In the macro situation of the scientific development concept and sustainable development, this paper uses low-carbon economy idea, on the basis of regional economics, urban economics, industrial economics, resource economics theory, researches the industry transformation of resource-based cities. First, by means of searching literature and collecting data, combeds the related theory of resource-based cities and industry transformation, and analyzes the research status of domestic and foreign resource-based cities' industry transformation. Secondly, using comparative analysis and empirical analysis, analyses the present situation of our resourse-based cities' industry transformation and the obstacle factors in industry transformation. Thirdly, introduces the low-carbon economy theory, discusses our resource-based cities facing challenges and opportunities in industry transformation in low-carbon economy. At last, analyzes the experience model of the developed countries and the domestic typical resource-based cities' industry transformation, and then put some feasible countermeasures forward, in order to form a better policy environment to promote resource-based cities' industry transformation in low-carbon economy.
