The resource-based cities may prosper thanks to the richness in resources, and may also decline or have a transformation due to its drying up. The problem of the industrial transformation of the resource-based cities is up to a hard nut to crack. Such industrial transformation lasted for several decades in the western industrial countries, with not only the successful cases such as Huston of America, but also the failure model of Baku of the former Soviet Union. Currently, many resource-based cities in the developing countries and other regions in the world are having a very hard time in the industrial transformation. Therefore, it calls for an urgent research on the industrial transformation of the resource-based cities.The resource-based cities take up roughly 20% of the organic cities in our country. They play a very important role in the city economy or even in the national economy, serve as main supply bases of the energy and raw materials needed by the development of the national economy, and also support to develop the national economy in a persistent, healthy and harmonious manner. In addition, the resource-based cities are also an important constituent in our city system. They absorb the massive labor forces and make great contributions to the acceleration of national urbanization. However, the problem emerged in the 1990s. It was so prominent that it has serious negative effects on the whole national economy. According to statistics, among the 662 mining industry cities, 12% of them are on the risk of being"declining cities"because of the shortage of reserved resources. Hence, analyzing the problem of the industrial transformation of resource-based cities is of utmost urgency and importance.This thesis unities the standard analysis and real diagnosis analysis, the quantitative analysis and the qualitative analysis, compares the relevant theories about the industrial transformation and finally has a further research about the following questions :Firstly, it combs the current research achievements and has a general description about the industrial evolution theory, industrial layout theory, the sustainable development theory and the circulation economic theory. In addition, valuable experiences and lessons are drawn from the comparative research to the industrial transformation of foreign cities.It has a research to the mechanism of the industrial transformation of resource-based cities, borders the concept and connotation of resource-based cities. It also has an analysis to the connotation and barrier of the industrial transformation of resource-based cities. Secondly, the main conditions of the industrial transformation of national resource-based cities is put forward, the research about the mode of it is carried out, and the principles we should follow are also concerned in this thesis.Thirdly, this thesis has a research to the leading industry of national resource-based cities. Based on the analysis of relevant factors which affect the industrial transformation, it confirms the methods of choosing the leading industry and constructs the target system, the appraisal model, and the policy safeguard system of it.Finally, the SWOT model is built from the point of the environment of the industrial transformation. It has an analysis to the industrial transformation of Daqing and constructs the choosing model of it with the factor analytic method. Furthermore, it has given the pattern and countermeasure of Daqing industrial transformation. All of these give a support and confirmation to the theory system of this thesis.
