| By learning the experiences of Singapore's Central Provident Fund Board, Shanghai took the lead in establishing the Public Funding System for Housing (PFSH) in 1991. And Chinese PFSH makes progress to some degree and makes contributions to the reform of traditional housing system in urban areas, innovation of housing security system, improving the members'living level, pushing the development of real estate market, etc. However, with the changing of Chinese economic institutions and conditions, the security capacity of Chinese PFSH are facing several problems.The paper researches on the security capability of PFSH by methods of combination of theory with practice and integrating qualitative analysis with quantitative analysis. Firstly, the paper analyses the route of development and basic security functions of Chinese PFSH and theories of PFSH. Secondly, the paper frames the model of influencing factors of security capacity for PFSH, implements correlation analysis and comparative analysis based on the related statistical data, and gets several conclusions. Thirdly, the paper analyses the problems of capacity of Chinese PFSH and reasons why these problems emerged. And the problems include low coverage, huge amount of"sedimentary"funds, unreasonable coefficient of utilization, upset situation of maintenance and appreciation of funds value, irrational distribution of funds'return, unsound law system and unsufficient supervision, etc. At last, in order to solve the problems mentioned above, the paper proposes that China should reinforce the funds accumulation, set up the linkage mechanism among contribution rate, lending rate and local housing price, raise coefficient of utilization by diversifying the form of loan and increasing housing loan origination amounts, optimize the strategy of investment and strengthen risk prevention to reach the goal of maintenance and appreciation of funds value, improve the legal system and supervision for PFSH. |
