Study On Local Fiscal Funding Level And Funding Capacity Of Rural Social Security System In Hebei Province

As an effective means of ensuring the basic life of national, the social security systemplays an important role in maintaining social harmony and stability. The establishment ofrural social security system is later than that of urban social security system, many problemsappear during the period of running. Compared with urban social security system, rural socialsystem shows more welfare by the influence of the specificity of rural society, the governmentshould take more responsibility, the financing from central and local government is necessary.For the develop level and social environment is different in regions, the financing of ruralsocial security needs to suit measures to local conditions, local finance is essential to the studyon rural social security funding.From the operational state of rural social security, under the condition of current fundinglevel, the local finance is fully able to ensure the funding, the local finance can basicallyguarantee the funding. What calls for special attention is that there are also lots of problemsshould be solved, such as what level of funding can ensure the basic life of people, what is thesuitable funding level, and whether the local government can own the funding ability or not.On the basic of viewing documents and analyzing the data of the funding level of ruralsocial security in some provinces, this article discusses the development status andappropriateness of the funding level of rural social security in Hebei province during thecurrent conditions, analyzing the influence factors and mutual relation of local fiscal fundinglevel of rural social security. This article also predicts the future tendency of the influencefactors, then researching the sustainability of the local fiscal funding capacity of rural socialsecurity.With the help of documents and data, this article compares with the funding level of ruralsocial security in provinces of Hebei, Jilin, Hubei and Jiangxi, the conclusion is that thefunding level of rural social security in Hebei province is close to the national average, but itstill has greater disparity with the moderate standard, the level can be improved largely. At thesame time, the data analysis shows that the influence factors of funding level includes grossregional product, government revenue by region, annual per capita net income of rural households, annual per capita consumption expenditure of rural households, annual per capitaconsumption expenditure on health care and medical services of rural households and ruralpopulation by region. This influence factors can predict if the funding capacity of rural socialsecurity is sustainable. The analysis shows that the local fiscal funding capacity has a nicesustainability under the condition of steady level of social security, however, it will be lack ofsustainability when the level of social security achieves an appropriate standard. Only theincreasing of funding ability of central finance and individuality can assure that the localfiscal funding of rural social security is sustainable, and the system of rural social security canbe in a rapid development period.
