Since the late 19th century, IT industry has grown rapidly all through the world and the demand for professional talents increase sharply. China as a emerging IT great country, in fact the phenomenon of talent-shortage have become more and more serious. The characteristics of IT enterprise is primarily engaged in the production of knowledge, in which contains large amount of knowledge, such character determine the IT enterprises may relay on the human capital strongly. Therefore, human capital become a strategic resource for the development of IT enterprise which determine the development and vita of the enterprise.Dalian IT industry enter into a stable period of rapid growth as well as facing talent shortages, while the enter of numberous new found enterprises'and the impact of foreign companies has made the nervous IT human resources situation even worse. Nearly half of the Dalian IT brains drain to Janpanese enterprises, as well as partly choose other large companies or study abroad. This situation made the funds and scale both small medium-sized companies who is not in the dominant even worse. Due to talents are not enough and skills not excellent, if there is a big order they dare not to take over it, while of course even you don't accept the order others will do, in this way how can a enterprise survival and develop? Where can do the core competence come from if there is no support of talents?Thus this paper will use Dalian small and medium-sized IT enterprises as the research object, combine theoretical and empirical research and by using questionnaires, interviews to systematic analysis the factors which effect the Dalian small and medium IT enterprises'employee turnover, and measures should be taken to expand the exploration and study for both targeted and persuasive, also a comprehensive dialysis. Hope that through this study can help Dalian IT companies to find the reason for leaving the company, the lack of human management and effectively retain talents to reduce losses and make sure companies'stable development.The core content of this paper is : (1) Perspective of small and medium IT enterprises in Dalian talent characteristics and job features, the situation and the impact of brain drain. (2) With reference to relevant literature and classification it, basing on the characteristics of Dalian talents to design the surey questionnaire and data collection, initialy select 32 factors of staff turnover. (3)Having descriptive statistics, correlation analysis and analysis of variance to the survey findings. Ultimately see the main reason of impacting the small and medium IT enterprises on brain drain, and analysis and discuss the results. (4) Put forward four suggestions and countermeasures.
