The 21^st century is the era when tourism economy develops rapidly.The main purpose of people going on a tour changes gradually from appreciating the natural scenery to experiencing and feeling the unique historical humanities atmosphere and cultural content in the tourism spot. Shaoyang, a historical city, has not only abundant natural scenery but also historical and cultural resources. However, its historical and cultural resources are not paid enough attention to for a long time. How to develop reasonably the tourism resources is the key of sustainable development of Shaoyang.This paper takes the Marxism theory as the instruction, studies from the predecessor in the foundation, unifies my own on-the-spot investigation, utilizes the massive materials, embarks from the history angle, I analyzs the Shaoyang historyical culture comprehensively and Systematically. Practical, innovation are the core of the historical culture in Shaoyang, patriotic and brave are the main content. I combine tourism theory with Shaoyang's concrete practice, I analyze and appraisal historical and cultural tourism resources specifically, maybe it is a breakthrough .There are many questions in Shaoyang historical and cultural tourism resources protection and development in Shaoyang.The main problems is that historical and cultural tourism resources has not been enough exploited and not been euongh protected . It's not been enough publicity, Its overall environment is poor.
