Cities of historic interest, as containers of human civilization, have become the precious cultural heritages of national spirit. The twenty-first century is called culture-oriented tourism century. With the rapid development of travel industry, the demand structure of tour products has changed: travelers pay more attention to unique features, participation, and culture of products; the tendencies of cultural consumption and experiential consumption have become increasingly evident.Cultural tourism resources are highly favorable and monopolistic resources to historical cities, and the development of cultural tourism resources has great significance to the protection and extension of historical cities. This article is about the current situation of protection and development on cultural tourism resources in China and South Korea. On the basis of comparison and analysis, this paper discussed the relationship between protection and development on cultural tourism resources as well as what can these two countries learn from each other on this subject.Being chosen as case study objects, Qingzhou and Chengdu both are historical cities with thousands of year's history, and both had been the capital cities in the history with plenty of historic sites, religion resources, World Cultural Heritages. By comparing the types, the current status, and exploitation patterns of cultural tourism resources, this essay tried to figure out a few countermeasures to the subject above.The first chapter is overview—some information about related researches and some definitions of associated conceptions.The second chapter is concerning the protection and development of cultural tourism resources in historical cities, and mainly argued the targets of protection, problems and value of protection, exploitation researches, and the purposes, functions, contents and principles of exploitation. In the third part of this chapter, the thesis talked about the relationship of protection and development, and how to coordinate it.The third chapter is the comparison of Qingzhou and Chengdu of their tour resource protection and development. The article mainly discussed the special features of the two cities, the actualities, and their distinct develop patterns, and also presented some advantages they could learn from each other.The forth chapter is conclusion: by giving relative cases, the article stated the trend of tourism resource protection and development.
