Jincheng Anthracite Coal Mining Group Co., Ltd.(abb.JMC) is the limited liability company of Shanxi Province SAC Holdings, diversified ownership structure. It is the first coalbed methane(abb.CBM) development company in Shanxi Province. It has established a CBM development and utilization patterns of the both extraction and classification using about the ground gas of high concentration and the underground gas of low concentrations. The CBM industry has the advantage of scale and highlight effects. As continued development of the CBM industry, it presents many contradictions and bottlenecks inevitably in the CBM resources , the CBM extraction technology, the industry regulate operations, the internal scientific management etc.. In the"12·5"period,China's economy and society will enter a major strategic adjustment. It will be a major issue in front of us that CBM industry how to seize opportunities, speed up development, how to formulate the realistic CBM industry development planning to lead the future direction of CBM industry.By analyzing the development of CBM industry at home and abroad , to the background of my company,the article analyzes deeply the internal and external environment and problems of the company's CBM industry. on the basis of in-depth understanding of the situations of occurrence of CBM resources in enterprise, CBM assets and the status of the use and sale of CBM, the article designs the CBM development plan of JMC that includes guiding ideology, development, orientation, the forecast about the industry's market demand in the future, the layout of CBM development and utilization,the planning about drainage and utilization of CBM, the planning about industrial construction project, the planning about business model and so on. Finally,the article proposes safeguards, including a security management system, group management and control system, industry operating system, technological innovation system and planning project implementation and other support measures.The CBM development plan of JMC proposed by the article has a positive role in guiding the position of the long-term development and promoting healthy and sustainable development of CBM industry. At the same time,it has some reference value to other enterprises of CBM development and utilization in China.
