With the intensified business competition and increased mobility of the labour force market, competition for talented people among companies has also become intensed. How to attract, motivate and retain core talented people has made challenges with times characteristics to the enterprise's human resource management. Since Hunan TV&Broadcast Intermediary CO., LTD was listed, it has gradually formed a cross-industry media industry groups. The number of holding company and joint venture reached to more than 40 and it has become one of the leaders of the media companies in China. However, with the further development of market economy, the media industry will face new challenges. How to absorb the domestic and international human resources management experience, incentive employees effectively and improve the competitiveness of enterprises are especially important if Hunan TV&Broadcast Intermediary CO., LTD wants to be the leader in the media and become the world's influential media continually. This paper begins with an overview of the relative incentive theories, and thenintroduces the general situation, human resources status and the existing incentive scheme of Hunan TV&Broadcast Intermediary CO., LTD. Through the questionnaire on the needs of basic-level staff, survey and analysis basic-level staff's satisfaction, the author sums up the current issues of the existence incentive mechanism. On this basis, the author proposed the meaning, principles and ideas of the optimal design of incentive scheme. Then the incentive program from the material incentive aspect and the spirit motivation aspect is designed in this paper. Program of material incentive is designed from four aspects of the wages, allowances, bonuses and benefits. Program of spirit incentive is designed from five aspects of the enterprise culture, target stimulus, honor, feelings incentives and staff career planning. Finally, the paper analyze issues that may be encountered during the implementation of incentive programs and provide the safeguard mechanism including the support of senior management, standardize the system, building a unique corporate culture, communication and advocacy, the establishment of scientific assessment system and an effective feedback and adjustment mechanism, meanwhile, do research on the assessment of incentives, and method of feedback and adjustment.
