The competition of enterprises can be regarded as the competition of talents, so the staff management plays a more and more role in the management of enterprises, and the incentive of staffs is becoming the core of staff management. Staffs management plays an increasingly important role in enterprise management. Establishment of a sound management system for the management of personnel will play the greatest incentive. So the management staff should play the best ability to create greater economic benefits for the enterprise.This paper studies the Tangshan Caofeidian Industrial Port Limited Company staffs management status and optimization design problems. Firstly, through the questionnaire survey, the present situation of employee satisfaction is surveyed. Through factor analysis,the evaluation index of main factor was extracted. According to Maslow’s hierarchy of needs theory and the overall demand for the transfer of employees, it is necessary to put forward establishing base excitation and individual needs of incentive scheme. Secondly,the optimization design of basic staffs incentive in Tangshan Caofeidian Industrial Port Limited Company. From the perfect performance appraisal system, strengthen the salary and welfare management, optimize the training system and improve the staff career development path of the four aspects of the basic incentive plan design. The current incentive plan was improved and optimized. Thirdly, the design optimization scheme of staffs incentive supplement in Tangshan Caofeidian Industrial Port Limited Company.According to the different needs of personality, the design includes a incentive plan which includes the basic needs, the relationship between the demand and the value demand. The design of these schemes can on the basis of incentive schemes play a complementary role,to enhance the level of employee satisfaction of Caofeidian Industrial Company. Finally,from the company organization, system and culture three aspects proposes staffs safeguard measures on the implementation of incentive scheme of Tangshan Caofeidian Industrial Port Limited Company.
