Industrial transfer is the objective requirement of regional and international division of labor as well as an important access to gaining comparative advantages and profit, promoting industrial competitiveness and regional economic development. The fourth industrial transfer tide has brought itself great changes in such aspects as the scale expanding, the source focusing and the level higher. With the development of industrial transfer presenting new features in the direct of deepening, widening, complex, diversified and accelerated model, some enterprises whose industrial transfer is based on abundant natural resources and cheap labor force are confronted with new development bottleneck. The sticking point mainly includes the contradiction between a large amount of labor force needed in the process of undertaking industrial transfer and the loss of human resources in western regions and the disharmony between the high quality of employees and the low quality of western regions. And the latter has become the main contradiction. In this case, the problem in Chongqing is more serious, since it is a large city mixed with the rural features. Therefore, how to develop Chongqing's human resources effectively is a top priority for promoting the economic development.To make human resources develop reasonably and effectively have both important theoretic and practical effect on the economic development of Chongqing. Through a methodology that empirical and normative, qualitative and quantitative, static and dynamic, this paper analyzes the present situation and characteristics of industrial transfer and human resources in Chongqing. Besides, it emphasizes the new problems between them. To provide some practical method, this paper has tried to seek the feasible policies for the effective development of human resources in Chongqing. It also analyses the human resources requirement and development policy of Chongqing during the course of industrial transfer.First, this paper explains the background, research significance, methodology, research emphasis and innovative points. Then, it establishes theoretical framework from the perspective of industrial transfer theory, human resources theory and human capital theory. Moreover, this paper explores the mutual influence mechanism between industrial transfer and human resources development. Meanwhile, it also describes the present situation of human resources in industrial transfer and analyses the main contradiction between the human resource development and industrial transfer. Finally, it proposes the policies of human resources development in the process of industrial transfer.
