Study On Compilation And Application Of Construction Cost Index

The compilation of consruction cost index is the most important foundation work to manage construction projects dynamically in all phases, construction cost index can provide very valuable valuation basis and decision suppor for personnel of consruction cost and project managers. However, currently whether it is the preparation of construction cost index, published, or the significance of the application, it indices that all regions lack of systematic pre-theoretical research, and there is no uniform national authorities the planning system, by analyzing the situation about compilation and application of construction cost index at home, resulting in construction cost index in country other than Hong Kong regions, have not been widely used. Therefore, carrying out the research that how to indices and applied construction cost, has an important practical significance, for promoting the compilation of cost index and determining and controlling construction cost reasonably and effectively.This Paper bases on the current situation about compilation and application of construction cost index ,and combines with the actual needs of construction projects cost management in our country, and references to domestic and foreign (such as the United Kingdom, Hong Kong) more mature experience, and bases on the basic principles that how to design cost index system. It constructs a compilation system of construction cost index;At the basis of the compilation method of individual indices and total indexes,the paper proposes the model that how to compile input price index, the cost price index and the preparation of tender price index; The article establishes a approximation Center Grey model to predict construction project cost index, and the empirical analysis; It gives examples to the application of the construction project cost index at the stages of early decision-making, bidding and settlement to manage the cost dynamically.The result of this study has valuble reference to compile and spread the actual construction cost index, the compilation system and method of construction cost index, and the prediction model will lay a theoretical foundation for compilation of construction cost index.
