Water Cost Management Project has always been an important issue for hydropower industry researchers to study and explore.Over the years, 'norm method' has been adopted during the preparation of estimates, budget, budget cost of such documents in water industry.Based on the description and analysis of the status quo of the domestic cost of the existing Water management system, the paper point out characteristics, strengths and weaknesses of the current 'fixed laws' in the hydropower industry. Aiming at the insufficient of current cost management system in Water conservancy and hydropower industry.combined with the advanced management experience and trends in the same field at home and abroad. In this paper, the establishment of a Water Resources and Hydropower Engineering idea of the price index system, the existing quota system as a supplement and improvement. Water and Industry Cost Index System to establish the importance and feasibility for further analysis and clarification.The establishment of the system based on various types of project cost and market price information gathering. From the engineering point of view, the paper discuss the the origin and meaning of some important information in hydropower industry which has been completed,and put forward some useful suggestions for data collection methods.Market price information and a lot of information on Water Resources and Hydropower final account can be collected, the paper focuses on the need to establish the system of basic data processing methods and computational models of theoretical research. Grey clustering method by experience or classification, merge data, eliminate errors by Grubbs method of data through a mathematical model with the data. Mathematical model of Rumsfeld or Paasche index, calculated price index weighted index, through the gray forecasting model to predict current index. Example a number of mathematical models and methods in the application of cost index system.At the same time,we discussed the feasibility to establish actual construction cost index system from personnel, technology, organization, etc.Pointed out the feasibility and necessity of the application of computer technology and network technology, and describe the key features of a computer-aided system...
