Risk Management Research And System Realization For Bidding Project Of Engineering Electronics

Over the years, worldwide, bidding has become a major method ofprocurement to select suppliers. With the rapid development of electroniccommerce, electronic bidding has, as a new-emerging means, also witnessedits fast growth. Like any other new-emerging things,electronic bidding hasencountered many problems in the process of its realization. In this regard,this paper is intended to quote, as a case of study, the development of theelectronic engineering bidding system applied by Shanghai BaohuaInternational Tendering Co., Ltd., the wholly owned subsidiary of Baosteel,exploring the application of the project risk management in the process of thesystem development.This paper gives a deep analysis of the present situation in tenderingindustry and the electronic engineering bidding system. Upon this basis, itexplicates the purpose and major significance of the development of thesystem. And then, it focuses on the five leading risk management elementscomprising risk planning, risk identification, risk assessment, risk responseand risk monitoring. All this is based on Baohua's tendering business and thebasic theory of the project risk managementThis paper also describes, in detail, for the electronic engineeringbidding system, how to use risk identification technology to makepreliminary identification and comprehensive analysis of risk events; how toperform qualitative analysis for risk assessment and proposes the controlmethod of technical risk in the main findings of the assessment, resulting inthe effective control and reduction of project risk through the monitoring of the overall project risk. It is believed by the writer that the effective methodof risk management can bring down the risk of a project.This paper is attempted to infuse the relevant elements of the riskmanagement into the development of the electronic engineering biddingsystem and put forward risk control method concerned, so as to explore asimple, practical operating mode for the risk management of the similarproject in future.
