The Fiscal Policy Study On Promoting Sustainable Development In Ethnic Areas

Accelerating economic development in ethnic areas, narrowing the ethnic gap between ethnic regions and developed regions, is the objective requirements of scientific development, is also the inevitable choice to build a well-off society in an all-round way to realize the common prosperity of all ethnic groups.the biggest problem to achieve sustainable socio-economic development in ethnic areas is talent and funding. Fiscal policy as an important means of macro-control, how to play the financial function, leading talent and capital flow to minority areas, to achieve equalization of public services, promoting sustainable development in ethnic areas is an important research subject of public finance.the article take Enshi Tujia and Miao Autonomous Prefecture (the "Enshi") as an sample, through the use of survey research, comprehensive analysis, systems engineering and other research methods, to study the ethnic areas below the provincial fiscal policy on the local social, economic, demographic and ecological sustainable development,to explore the problems and deficiencies of the current fiscal policy in ethnic regions, and the fiscal policy means to achieve sustainable development,to provide reference for making fiscal policy to promote sustainable development in ethnic areas. The study includes three aspects:First, the status of ethnic areas and deficiencies,including social,economic,demographic,ecological and technological issues in five areas; Second, to analyze the impact of fiscal policy on promoting the sustainable development ,including fiscal transfer payment policy, fiscal and tax policy, fiscal investment policy, financial management policies in four aspects; Third,to study how to make financial policies to realize the sustainable development of economic ,including overall objectives, guiding principles and specific ideas and so , proposing the establishment of financial income minority areas homeostatic mechanism,fostering the growth of ethnic regional market players, establishing a multi-level ecological compensation mechanism, optimize the structure of fiscal expenditure, strengthen financial supervision and management of policy measures.The innovation of article is mainly manifested in:First, emphasis the role of human factors in the promotion of sustainable development in ethnic areas,the analysis on human resourceconsider the mobility of human resources to improve the quality of minority areas influence to recommend a national regional talent inflow and culture of fiscal policy; second, the analysis of financial issues on promoting the sustainable development in ethnic areas, focusing on financial management from the micro minority areas to analyze, make up the problem of the previous research from the macro and micro research;Third, improving the fiscal policy measures on the national sustainable development, emphasized that the central increasing transfer payments,improve the tax policy,propose a new model of department budget management to speed up the establishment of a national regional performance-oriented,give full play to national capital efficiency;Fourth, emphasis the uniform of fiscal policy and monetary policies,to expand the operation space of the investment and financing,to prevent the "echo effect",to achieve the resource allocation optimization and industrial restructuring.
