How to realize the sustainable development in the minority areas in China is an important issue related to the sustainable development of the whole economic development of China. In the process of discussing the path of sustainable economic development, the author also gives a second thought to the existence of Kuznets curve, and proposes the concept of safety dividends, and tries to give some simple quantitative analysis and specification designs of safety dividends.
