Currently, one of the science and technology SMEs' development problems is "Financing Difficulty". Intellectual property pledged loans help to attract more funds to support independent innovation, advancing the financial reform and Science and Technology Innovation simultaneously. But now this business carried out among banks is still mixed. Several leading banks after a successful trial,gradually developed the business model, and built their own brand, while other banks are more cautious, hesitating to give a shot. So why some commercial banks are willing, and able to carry out an intellectual property pledged loans gradually, while others are rarely involved- which factors influence the effectiveness of the Banks to develop this new business?This paper examines the development and outlook of intellectual property pledged loans business, combining with classical research topics related. Through interviews and document information analysis together, the paper uses comparative study of 5 banks' cases and comes up with the main influential factors: (1) Risk management competitiveness, (2) Strategy and Organizational support, (3) Striving for policy resource and making the most of it. Among them, Risk management competitiveness includes risk identification and effective risk-avoidance mechanism, Strategic and organizational support includes long-term strategic orientation, top management support, and flexible organization with open corporate culture that encourages innovation. On this basis, it concludes the "Influential Factor Model of Effectiveness in Bank's Intellectual Property Pledged Loan Business" and the corresponding strategic path to help with similar business management. At the same time, the paper also tries to compare and integrate this study with classical theories, hoping to explore further theoretical issues.
