Improvement Research On Capital Management System Of Material Supply System In Oil Field Enterprises

At present, under the dual effects of the domestic and international changing business environment and the reform of the oil field enterprise's material supply system for more than ten years, oil field enterprises have put forward higher requests of goods and materials purchasing and supplying services to its material supply system. As the central unit of this system, the goods and materials supply department always devotes its self to improve the system overall efficiency by means of the optimization of logistics management, and so far it has obtained the certain effect. But, as the core of the various management activities, material supply system's capital management is the key to speed up the capital turnover and realize its maximum utilization. Therefore, this thesis takes the capital management of this system as the research object, and carries out the improved research of material supply system's capital management system.Based on the related capital management theories as the theoretical guidance, the analysis of the current situation of this system's capital management and combined with the revelation of enterprises'capital management practice experience, this thesis designs the Centralized Capital Management System of material supply system. In order to realize the target of improving the system's overall capital operating efficiency, this paper takes all the capital forms inside the system as the objects to management and control, it's on the basis of the improving design principles of global grasp and focused, the coordination of safety, liquidity and profitability, and so on, through the enterprise's comprehensive management system and the centralized capital management platform to realize the system's centralized capital management. This designed system mainly includes five aspects, they are capital predictions and decision-making, capital budget management and cost control, capital settlement management, capital management's performance evaluation, capital risk management. At the end of this thesis, it puts forward the safeguard measures of this improving system's application.The improving design and application of the Centralized Capital Management System of material supply system could cooperate with this system to develop into the enterprise's "third profits source", and it's also can help material supply system to realize value creation, with providing inner motivation for oil field enterprises to improve profitability and enhance core competitiveness.
