Discussion On The Location Of Our Government In The Construction Of Affordable Housing

The role of government is namely that the government's standpoint, the way of behaviorand regulation scope in the construction of nation. The role of the government is determinedby the function of the government, the responsibility and the government's standpointdecision. In China, the government is serving for the people, so the government should devoteto solve the fundamental problems related to people's livelihood. President Hu Jin-tao haspointed out that"The power should use for people, the sentiment relates for the people andthe advantage seeks for the people", that interprets what should the government be correctly.In recent years, because the prices rise constantly, that has far exceeded the range that thelow-income families can bear. So our nation proposes to speed up the affordable housingconstruction to satisfy low-income families'housing demand, to improve their housingconditions, safeguard the people's livelihood and fully respect people's housing rights. Thegovernment has made some progress in the process affordable housing construction, but thereare a lot of problems also. Think deeply about the reason, the most mainly point is that thegovernment does not locate itself accurately, and also they avoid taking on their responsibility.Especially the central government and local government can't clear the role and responsibilityin the construction of affordable housing. So although the government devotes itself inaffordable housing construction, most of the families'housing issue still remains unresolved.The paper analyzes the history and status in the construction of affordable housing inChina, sums up the existing problems, especially expounds the absence of the governmentresponsibility proposed to be in the construction of affordable housing. In addition through the analysis about foreign experience in solving housing problems, I sum up several measuresin the orientation of the role of government, especially I divide the role of central governmentand local government. Finally I put forward some suggestions and measures on thegovernment construction, so as to establish our national affordable housing system by thegovernment's control and solve the housing problem for most of our residents.
