A Policy Analysis: China Affordable Housing Research

The house-price boom and other relative problems have followed the public and government all around for years. And now the housing problems have been treated as a part of national strategy to raising people’s livelihood for its upward price pressure to middle and low income family. And, given that, the government designs a public housing system that aims at affording accommodation for people who on the middle and low incomes. To carry out the system of public housing, the middle and low income families can ease some of the burden; the group of specially care can improve their living conditions, and even the deficiency of the housing market allocation can be made up. Moreover, it also can ensure a steady foundation of building a harmonious society. Unfortunately, the public housing system is far to achieve its aim after tracking its orbits so far. In practice, it is faulty and leads to many other relative problems like poor efficiency. Facing this issue, this paper holds that the government should play a leading role in bringing this policy to completion and innovation, and as a result, the problems which occur on the road of system can be solved to make sure the discipline of social fair.This thesis analyzes all practices about public housing system from the time it was born to the present in the sight of the role of government. The first section of this essay expounds theories of public housing, and explains the active part of government in implementing the policy. The second section states the current situation of the system and then summarizes its development and effect in general. In this part, the role of government is highlighted. The third section lists some main problems and talks about why those problems occur from the relationship between central and local government, the interaction between government and its external factors, and the government itself separately. The fourth section discusses the successful model of public housing system in Hong Kong, Singapore and America respectively. So that we can learn the good ideas that how government works well in executing the policy from them. The final section puts forward four suggestions to promote the system of public housing, and it includes intensifying policy support, tightening market supervision, living up to government duties and perfecting the management system.etc.
