Salary is an economic dimension to measure the individuals'value, is the premise for the employees engaged in labor, and is the basic source of sustenance for the employees, as well as the conflict point between the organization and the staff, the staff's interests and workers. It is a kind of basic means to realize reasonable configuration of human resource, and plays a pivotal role no matter in the government department or enterprise organization.In the enterprise, salary is an important method for human resource development and management, and plays a vital part in attracting applicants, retaining employees and motivating staff to better service for the organization. In the government departments, the salary of civil servants as national service income pay for national officer with the knowledge and skills has interest distribution function. Civil servants' salary system has very important status in the civil service regulations system; it is the foundation and basis of salary assignment, as well as the intrinsic power and basic guarantee in the civil service regulations system. Therefore, establishing a scientific and reasonable civil servants' salary system is helpful for the country's stability and the attraction of talented person, forming honest and highly effective official troop, thus promoting the government system's normal operation.The thesis is divided into four parts. The first part briefly introduces the salary theory in modern western economics and theory of pay-related incentives in the theoretical analysis of salary. The second part describes the employees and the main content of civil servants'salary system, introduces the enterprise's salary system and the new model of salary structure, and analyzes wage payment system and the welfare, the insurance system of the civil servants in our country. The third part is the comparison of the salary system between the government civil servants and employees, respectively, in the distribution of salary, wage system and welfare system aspects. The fourth part proposes a series of choices from the civil servants'salary system aspect on the basis of enterprise salary system analysis.
