In the competitive environment of the new century, human resources will become an important means of driving the enterprise developing, and taking business profits, meanwhile, a scientific and workable salary system is the most effective measure for the business to keep the talent and motivate the employees. The pay system is playing an important role on the enterprise and the personnel. China Aerospace Science and Industry-Harbin Fenghua Co, Ltd. was established 35 years ago, and then has been rapidly expanding its workforce. Now with the continued growth of the company's scale, it really needs formal and scientific management to ensure that the company's developing strategy can be realized, however, the current former human resource system has been far away from being able to keep up with the pace of the company's developing. As a result, to establish a scientific system of remuneration is becoming the company's top priority.As the concept of pay administration is defined, the researches on the salary management theories both at home and abroad are reviewed from the perspective of economics and management. Besides, the developing state of domestic and foreign enterprises'pay management in practice is compared. On this basis, it will be briefly overviewed about Fenghua, and then the company's existing organizational structure and pay system will be simply analyzed, so that the problem why the current pay system can not meet the enterprise's development will be proposed.Based on the structural analysis of Fenghua's current pay system, and for the existing problems, the principles of re-designing the company's pay system will be and put forward, and through the work analysis and job evaluating method to determine the pay system and method of using broadband to redesign and staff salaries proposed new composition: Posts wage level classification used, grade point value and the fluctuations of the methods to control the scope of its broadband; performance-based pay through secondary distribution and innovative assessment under the net method, taking into account the incentives reflect the fair ; power of wages in the current year based on an appropriate increase; to add three staff allowances, Tijia class wages and dismal project bonuses.
