Learning From Foreign Experience Reform The Anti-dumping Warning System

China access to WTO is both an opportunity and a challenge. on the one hand we can have a broader depth of international markets and participate in international division of labor; on the other hand, as China's increasing openness, more rapid development of foreign trade, the resulting trade friction will increase,China has become an overseas country hardest hit by anti-dumping, which launched the national anti-dumping is not only the developed countries, but also developing countries. The developing countries will become the main anti-dumping investigations ,each year the amount and number of involved steadily rising, the respondent has become even more widespread commodity categories, the import and export trade of these facts have had a very negative impact, if we want to resolve such thorny issues, depending companies of China alone is far from responding. We must establish a mature anti-dumping warning system, some foreign countries attached great importance to the establishment of anti-dumping warning system, so the experience is worth learning to improve the early warning mechanism of anti-dumping.This paper first briefly describes our early warning mechanism of anti-dumping situantion and problems. Mainly the absence of governmental responsibilities,service functions of industry associations are not in place and their own capacity building are not enough. Secondly, starting with the face of the status quo of anti-dumping investigation. Anti-dumping investigation gradually increasing involves the number of cases, the state expanded and broad product categories.It had a negative impact. The article also cited two specific cases of analysis of the complete necessity for anti-dumping early warning mechanism. The third chapter elaborate the development of foreign early warning mechanism of anti-dumping for reference to China.It Introduced the situantion of the Europe and America, and Including other developing countries such as India and Brazil. Through comparative analysis of foreign anti-dumping warning system similarities and differences, we can draw experience. Finally, we summed that Improvement of Anti-dumping warning system needs to play the government's macro-management functions and trade associations's role of a bridge and then we need enhance their own competitiveness. Only in this way we can improve the early warning mechanism of the anti-dumping.The Innovation of this paper is mainly through comparative analysis for the major developed and developing countries in anti-dumping warning system similarities and differences, we summarize the common strengths and unique advantages for improving early-warning mechanism of anti-dumping.
