In order to attract talents to participate in educational undertaking, encourage existing teachers to be engaged in the long-term teaching profession and promote education balanced development, The Implementation Guidance of Performance Pay in Compulsory School was examined and approved in China, deciding that performance pay is implemented in Chinese compulsory schools from January 1, 2009. The promulgation of this policy has caused public concern over teachers' performance. In fact, the teachers'pay system has been implemented in USA, UK, Australia, etc., with certain achievements. However, due to different conditions of countries, most compulsory schools cannot completely adapt to the implementation of the teachers'pay system in China at present. Therefore, deeper discussion and research are required in this issue.Take Hebei Province for instance in this text and suggest the effective strategies for the implementation of performance pay system in China according to field surveys and researches and by firstly solving problems existing in the practical operation process of the performance pay system, referring the typical pattern in the implementation of foreign performance pay system and selectively analyzing and discussing theoretical and practical problems of teacher's performance measurement standard and incentive mechanism. This is the expectation of teachers in primary and middle schools and crucial for success in wage reform of teachers. Certainly, the implementation of teachers'performance pay system for the compulsory education also requires various conditions. Corresponding reform should be conducted by the government and schools to create reasonable atmosphere for implementation of performance pay system. The government should maintain the authority of education laws, increase input into education and improve current pay incentive system; in the meanwhile, a reasonable and effective performance measurement system should be prepared in schools to stimulate enthusiasm of teachers and provide sound environment for growth of talents and bringing talents into full play.
