A Study On The Performance Evaluation Of Fiscal Expenditure Of Compulsory Education In China

In recent years,the finance in China continued to increase fiscal to support efforts to education,and the investment for education is increasing year by year.Compulsory Education is an important part of education in China so that China has always attached great importance to it,and the public expenditure for Compulsory Education is increasing. In 2015,central finance has further reinforced according to “ensuring basic, improving weak links,improving the quality, promoting fairness” to promote the balanced development of Compulsory Education in our country and improve the quality of education. With the increase of the amount of financial capital investment in compulsory education, how to use these funds effectively and reduce the waste of capital loss is the focus to which all societies pay close attention.As the western provinces of China, the investment of educational fund of Yunnan is lagging behind, and the increasing of Compulsory Education funds need to go through a long process. How to use the limited funds efficiently during this period has become the focus of attention. Not only can the efficiency of the use of fiscal funds be improved, the Quality of Compulsory Education in Yunnan will be improved with a perfect performance evaluation system of Financial Expenditure on Compulsory Education. This paper hope to find some existing problems through taking Yunnan Province as an example to analysis the Financial Expenditure Performance Evaluation in Compulsory Education.Through the study achievements at home and abroad, this paper put forward some advice to optimize the Financial Expenditure Performance Evaluation in Compulsory Education.Firstly, the author cards the relevant concepts and theories to make the foundation for the argument; secondly, this paper analysis the Financial Expenditure Performance Evaluation in Compulsory Education of Yunnan by the setting of index system and the empirical analysis, and Points out the existing problems; thirdly, elaborating the Financial Expenditure Performance Evaluation in Compulsory Education abroad, which we can learn from; at last, this paper put out some advice to the Financial Expenditure Performance Evaluation in Compulsory Education from the financial expenditure, system and supporting measures. This paper hope to provide references for the state in formulating relevant policy.
