China started the innovative-country strategy in 2006, and declared that improving self-innovation abilities is the core for the strategy of country development. Ever since 1980s, international investment has become the main factor of imposing global economic growth. Today, as economic globalization, China has been the biggest inflow country of Foreign Direct Investment (FDI). The effect of FDI, which is led by the multinational corporations, on industrial development, structure grade, technology progress of developing countries stronger and stronger day by day, because it accumulated and deepen for a long time. For the developing countries, FDI covers the financial gap, and it's more important that it brings technology spillover through the transfer technology objectively. As the motivate origin of modern economic growth, high-tech industry is becoming the leading industry in the era of knowledge economics. Its development is decisive not only to the international compete strength of a country, but also to the country's position in the world division. However, high-tech industry of our country benefited really from FDI? The solution to this question has very urgent and realistic signifience both to the self-innovation of our high-tech industry and the future development of our country. Based on the analysis of FDI spillover and the study on the development of self-innovation of our high-tech industry, we made the empirical examination using of the panel model and the high-tech data from 1999 to 2008. According to the empirical analysis, we draw the following conclusions:①From the angel of district, as a whole, FDI has a positive effect to China's high-tech self-innovation abilities, but affect differently to three districts. Economic development level and research & development capital input are two important factors to impulse the innovative activities. To some extent, the former two factors contribute more than human capital. However, nowadays management system has a negative effect to China's high-tech self-innovation abilities;②From the angel of industry, the spillover effect of FDI upon the innovative activities distinctly exists, but the spillover of the average scale of domestic corporation and the research & development capital input is more important. Besides, the average scale of foreign corporation has a negative effect.
