The Research On The Mechanism And Path For Promoting The Status Of High-tech Industry In Hubei Province Driven By Innovation

With the conversion of growth pattern from high speed to high quality,the reflux of manufacturing industry in developed countries such as virtues,Britain,France,and the transformation of the international processing trade market to Southeast Asian countries,the development strategy of high-tech industry that only pursues growth rate is facing challenges,and the promoting of high-tech industry’s status in the GVC has been increasingly concerned by the government and academia.Under this background,the study on evaluating the innovation ability,innovation efficiency and the status in the GVC of high-tech industry in Hubei province,and the study on exploring the path of promoting the status in the GVC driven by innovation are of great significance to accelerate the improvement of the international competitive advantage of high-tech industry in Hubei Province.First,combining the innovation driven theory and the value chain upgrading theory,this paper puts forward the mechanism of promoting the GVC status driven by innovation.Secondly,based on the data of China Statistics Yearbook on High-tech Industry and UN Comtrade from 2002 to 2016,this paper applies the PCA and DEA method to estimate the technological innovation capability,innovation efficiency and export sophistication of high-tech industry in Hubei Province,and then using panel data model to empirically analyze the impact of innovation ability and innovation efficiency on the export sophistication of high-tech industries in Hubei province.Next,using structural equation model to further analysis the path how these factors promote the value chain.Finally this paper proposes the related policy suggested.Main study conclusions:(1)Both innovation ability and innovation efficiency can promote the value chain of high-tech industry,but in Hubei Province,innovation ability contributes more,innovation efficiency contributes less,while government support is not enough,entrepreneurship needs to be nurturing;(2)The innovation ability of hightech industry in Hubei province has been greatly enhanced,but the innovation efficiency is rising at a low level,while the status in the GVC is still low,there is an urgent need to improve it through technological innovation;(3)There are 16 ways to improve the status in the GVC of high-tech industry in Hubei province,the best way is to improve innovation input,and then improve innovation output,lead to technical progress,finally promote the status in the GVC,but innovation efficiency is the most important factor in the promotion of value chain,innovation policy can effectively promote the innovation input and increase the status of value chain,and entrepreneurship promotes the upgrading of value chain mainly by promoting the improvement of innovation efficiency.
