The Research Of China Low-carbon Economy Policy Innovation In The View Of Scientific Development

Dramatic climate change and the deterioration of human environment gave birth to the idea of low-carbon economy. It is the scientific consensus into practical action to the reduction of greenhouse gas emissions and it is a global trend to turn to low?carbon economy. Low-carbon economy is a new model of economic development corresponding with ecological civilization and the inevitable choice of building a resource-saving and environment-friendly society, is also the inevitable choice of achieving sustainable development.The core of low-carbon economy is technical innovation and system innovation. Low-carbon economy in China is still in initial stage, is a new thing, people are little understanding to its law of development. Developing low-carbon economy, not only to consider the economic benefits, but also consider social and ecological benefits, which will increase the additional cost. Therefore, the government must play a role in policy guidance and encouragement. Relevant departments in the development of low-carbon economy policy, must follow the appropriate guidelines in order to reduce costs and improve efficiency.The purpose of this paper is to discuss the innovative policy of low-carbon economy shall follow several basic principles from the perspective of View of Scientific Development.The main contents of this papers:①Describing the background and research status of the thesis, pointing out the urgency of developing low-carbon economy and the significance of low-carbon economy policy innovation;②Describing the scientific connotation of low-carbon economy and the innovative policy of low-carbon economy, showing the necessity of mankind towards low?carbon economy;③Referring to some experiences and lessons of developing low?carbon economy at home and abroad and basing on the requirements of View of Scientific Development,proposing three basic principles of low?carbon economy policy innovation: the principle of sustainable development,ecologization principle,the principle of unified planning and coordinated development. Analyzing the necessity and basic connotation of these principles;④Elaborating dialectic relationship between three basic principles, illustrating directive significance of these principles in real life by example;⑤Putting forward to some advices of developing low?carbon economy about our country based on these Principles.
