Study On The Policy Of Developing The Low Carbon Economy In ShiJiazhuang

The regional low-carbon economy is a hot issue. Shijiazhuang is Hebei Province which is a typical industrial city.The textile, pharmaceutical and chemical industries are the leading high energy consumption industries that caused by the enormous pressure on the environment. It is necessary to take appropriate low-carbon economical policies to governance.So this paper takes Shijiazhuang as its sample.Based on the previous literatures, this paper defines the related concept of low-carbon economy.Combined with the multi-disciplinary theories, I analysis the theory of development of low-carbon economy from an economic point of view and investigate Shijiazhuang City development and Reform Commission and the Office of energy Management at the resources and environment field and other places.I summarize Shijiazhuang's low-carbon economic policies from energy conservation, the special ecological regional development and protection, and low-carbon consumption, and clarify the role of the existing policies on the development of Shijiazhuang low-carbon economy.On this basis, the paper demonstrates the advantages of low-carbon economy, and analysis of its constraints from the perspective of the clean development mechanism, chain and energy consumption structure.Finally, according to local conditions, I present the development of Shijiazhuang's low-carbon economy on the planning and construction, tax system construction, financial institution building, technology development and other policy measures.I hope these measures could work on developing a low carbon economy of Shijiazhuang.
