Agricultural Coordinated Development Of China From Low Carbon Economy Perspective

Agriculture is the second largest emitters of greenhouse gases. The primary task is the basic assurance of agricultural products supply. In order to guarantee the agricultural production, high energy consumption, high pollution and high emissions result in uncoordinated phenomenon between regional agriculture development and carbon emission. This paper set up regional agricultural coordination evaluation index system from low-carbon economy and put forward the coordinated development mechanism of regional agriculture. Therefore, according to the principle of low energy consumption, low pollution, low emission, ensure the supply of agricultural products, this paper is of great significance to promote regional agricultural economy, resources, environment and social development. The concrete content includes:First, the thesis analyzes the problems in agriculture from low-carbon perspective and divides the stages of agriculture structure adjustment and carbon emissions:carbon emissions do not pose a threat to agriculture, potential threat, threat and threat mitigation phase. From the perspective of low-carbon economy, the thesis analyzes the existing problems in the development of agriculture, including less farmland low quality, chemical agriculture with low emissions of greenhouse gases, the state high subsidies resulting in fertilizer demand inflation problem, pesticides and mulching films excessive application.Secondly, the thesis builds influence factors model and coordination degree evaluation index system under low carbon economy for regional agricultural development. By using co integration analysis method the thesis analyzes the influence factors of agricultural greenhouse gas emissions. According to the influence degree of various factors on agricultural production in representative provinces of China, combined with the situation of forest resources of agricultural chemicals carbon emission coefficient as well as the forest resources of the representative provinces, most regions cannot fully absorb the agricultural production carbon emissions. The thesis calculates agriculture coordination development degree of our country from the time and space perspective. The results show that, from the time point of view, the coordination degree of Chinese agricultural continues to improve in a low carbon economy trend; from the space point of view, due to fast economy development, economic coordinative degree is better in East China, the resource coordinative degree is better in West China, but worse in social coordinative degree.Thirdly, the thesis put forward the driving factors of agricultural development and implementation mechanism in China under the low-carbon economy. The study points out the driving factors from the law of the development of agricultural economy、consumer and economic benefits and other aspects of factors. The implementation mechanism includes incentive mechanism, restriction mechanism and guarantee mechanism.Finally, the thesis puts forward the strategies of promoting the coordinated development of agriculture of our country under low carbon economy. First, the government put forwards economic strategies by reducing the national agricultural subsidies appropriately and setting up carbon financial system to promote the coordinated development of agriculture; regulating the function of ecological system of their own, to reduce the carbon source, increase carbon sink, promote element cycle; second, cultivation of economic entities; third, spatial ditribution; fourth, low carbon finance support; fifth, agricultural technologies innovation。In conclusion, on the basis of research results of scholars at home and abroad, this study set up quantitative economic model for influence factors and coordination degree evaluation index system under low carbon economy. From the concept of low carbon economy and the coordinated development of agriculture of our country, the thesis analyzes driving factors for agriculture under low carbon economy and put up implementation mechanism for carbon emissions. This research has further enriched the coordinated development theory of regional agriculture and carbon emission reduction, and provide decision-making basis of regional agricultural economic policy for the government to deal with the greenhouse effect.
