The effect of the strategy implementation determines whether the enterprise can maintain a sustainable competitive advantage. Trough result of Strategic performance evaluation , can find out problems appearing in strategy management, pointing out the direction to solve problems. High-tech enterprises are facing a high degree of market competition, high elimination rate of product, high technology innovation, high R&D risk environment, leading that strategic implementation·more important and strategic performance evaluation on high-tech enterprises becomes more necessary. So establishing a scientific evaluation system plays important role in strategic formulation, strategy implementation and controlling of high-tech enterprises. This paper studying on high-tech enterprises, aiming at high-tech features and difficulties on strategic evaluation, is researched on its strategic performance evaluation system, main work are as following:Firstly, the domestic and foreign research results on the Performance Evaluation of are analyzed synthetically, and the common feathers of high-tech enterprises .focusing on analyzing the difficulties on its strategic performance evaluation ,providing reference to find a scientific and rational method for the performance evaluation onf high-tech enterprises.Secondly, basic theories of the Balanced Score Card and Analytic Hierarchy Process are deeply analyzed. Based on this, Integrate both advantage and disadvantages of the design BSC-AHP evaluation method on strategic performance evaluation.Then, this paper designs whole process in detail ,concluding key actions such as strategy map drawing, indexes system designing, hierarchy structure and judgment matrix establishing, index weight ensuring and final results calculation,. Aiming at characteristics of high-tech enterprises ,this paper highlights 28 indexes system based on BSC from financial, customer, internal operational processes and learning and growth four dimensions.Finally, research results are used in strategic performance measurement of a high-tech enterprises in Chongqing, validating that this method is practical and effective in strategic performance evaluation of high-tech enterprises .
