Research On Food Safety Regulation Under The Perspective Of Incomplete Information Game

Now food safety issue has become the topic of conversation,it has become ameasure of people’s living standard and an important index of national legal systemconstruction.It is not only related to people’s health, but also endanger national regimestability.So, to build a good food safety regulatory system is around the corner.But inrecent years,the frequent food safety accident is a wake-up call for us.The whole foodsafety supervision system of our country are worrying,people are full of fear forfood.This reflect that there exists so many problems in every link in our country.so inquite a long period of time in the future,to establish an effective food safety regulatorysystem is also the direction of the government.On the basis of summarizing different opinions of the domestic and foreignscholars,Combining with the deficiency of domestic scholars study,I adopt the methodof game theory,set up an analytical framework,put the behaviour of government andprovider and consumer into an identical institutional framework,explore the choicesof behaviour in the production of food safety,draw a conclusion from analysis of gametheory model.Four game models is established,the game between producers andconsumers,the game between different producers,the game between producers andregulators and The game between regulators.And go on,take Shijiazhuang for example,the article embody the roles of them inproduction and regulation of food safety,proclaim the mentality of provider and theleak existed in the whole process.At present many regulatory mode,There arecomplex relations between departments,this is also the cause of China’s food safetyregulatory inefficiency.In this paper, through deep analyze the problem of thecooperation between government departments in our country,put forward thesolving measures.To break through the dilemma,looking for a new model or pattern inresponse to China’s food safety problems,put forward the new concept ’Overallgovernment ’,it plays an important role to improve the current fragmentationmanagement.Then,this article through the analysis of China and the United States in different regulatory agencies and regulatory environment,take meat products inthe United States regulatory system as reference object,analyze the regulation in meatproducts in China and the United States,and learn the experience of European anddeveloped countries in food safety regulatory. It has a certain reference significanceon our country’s regulatory model. Finally,the paper combine the conclusion ofanalyzed above and the actual situation of our country,put forward the correspondingpolicies and suggestions,such as consummating the incentive supervision mechanismfor consumers, establish a reasonable rewards and punishment mechanism for theproducer, establishing cooperation between regulatory mechanism of integration forregulators.
