The rapid increase of medical expense has become a common problem for many nations. How to control medical expense effectively in order to satisfy people's basic medical demands has become a tough issue around the world. In the beginning of April,2009, China's State Council launched the opinions about deepening the reforms of medical and hygienic system. Such opinions pointed out that lightening the patient medical expense, relieving patient expensive pays to see doctor becomes a short-term goal of medical and hygienic services, however, how to make the goal come true effectively and speedily becomes a problem all we concern.In our medical services market, the fast growth of medical expense has close relations with the moral hazards of medical providers. On the micro aspect, provider moral hazards reflect that physicians provide excessive services or induce demands to fill their own profits On the macro aspect, it reflects that the low efficiency of medical resources usage and unreasonable growth of medical expense. Due to the special position of medical service provider in the medical service market, the control of them is the key point to restrain the rapid increase of medical expense. In addition, the reform of medical insurance payment is one of the most effective measures to control provider behaviors. Consequently, to assure the sustained development of medical insurance system and control providers'moral hazards, it must perfect the payment system.This paper will study the problem of changing medical insurance payment to control provider's moral hazards. For one hand, it adopted literature review and case study methods, using qualitative and quantitative analysis to identify FFS leads to the provider moral hazards and constructing mix medical payment system to deal with the problem from a theory aspect. For the other hand, this paper combines with the practical experiences of Tang Shan's medical payment system reform, and discussing its shortages, considering how to guide mix medical insurance payment to a scientific and reasonable direction.
