Since the implementation of the policy of reform and opening up to outside word. China's economy and people's living standards had increased rapidly, but also produced some problems. In taxation. the financial relationship between central and local changed a lot after the tax-sharing reform in 1994.In the system level, it has a positive impact on china's multi-level fiscal system, but this system has created two outstanding issues:the first is regional financial difficulties, and the second is the financial gap between government was expanding larger and larger. In order to make up for the gap between revenue and expenditure, the local government only rely on the land finance which organized revenue by land transfer fund. In this way. it consequents threat to the sustainability of local financial. In Society, along with income levels increase gradually, the income gap expanded a lot, and this statement would led to a social mood of anxiety. And with the running housing prices, which beyond the purchasing power of the general population would introduce impact on our harmonious society and seed hidden danger for the stability of society. From the point view of Theory and international experience, been local taxes, real estate tax has the role of organization of income, adjusting income distribution and impact the real estate market. Therefore, studying the function of the real estate taxes, analyzing the functional position of real estate taxes, and design the real estate tax system has positive and practical significance.Papers start with the related concept of real estate tax. and defining the concept of real estate and real estate taxes respectively, pointing out that the real estate tax is levied on the property tax to maintain, that the real estate tax. Then, introduced the real estate tax levy, considered benefit theory should be chosen as the basis theory of real estate tax. On this basis, the real estate taxes are analyzed with the functions that build local real estate taxes are the main taxes, income distribution, and control real estate market three functions. Different from the general perspective and objectivity that the real estate tax should be located in the main building where the distribution of income tax and regulate the two functions, control the real estate market should be left to the market to solve the problem.
