| Since the publication of the report of the Nineteenth National Congress,This change shows that our task at this stage is no longer to blindly pursue the speed of economic development,but to pay more attention to the livelihood of the masses.Housing,as an important issue of concern to the people,has been affecting the hearts of ordinary people.In the report of the Nineteenth National Congress,General Secretary Xi Jin ping pointed out again,the importance of solving the housing problem is highlighted.At present,more and more graduates choose to "flee from the north to the wider area" and go to the second-tier cities to fight.The biggest consideration is that the high housing prices are too high to bear.Housing,as people’s basic living needs,is a rigid demand.But today’s high housing prices are not only the result of the supply and demand of the market,including the shortcomings of land finance,the promotion of real estate developers and the soaring housing prices brought about by the "speculation group".How to use tax as an economic means to control housing prices has been concerned and valued by people from all walks of life.Among the five deductions introduced by the new tax,the deduction of interest on housing loans and rent accounted for two,sufficiently reflecting the government’s wish to alleviate people’s living burden through tax means and to regulate the real estate market.At present,under the background of tax reduction and fee reduction,the state further lowers the VAT tax rate in order to reduce the tax burden of enterprises.Large-scale tax cuts will inevitably lead to a reduction in government revenue and an increase in deficits.In order to maintain the stability of local fiscal revenue,the state needs to further improve the tax system and build a real estate tax collection system as the main body.This paper is mainly divided into six parts:The first part is an introduction.This paper discusses the background of the topic and the practical significance of the study,and the direction of foreign research on real estate tax is diversified and the research time is long,while the domestic related research mainly focuses on the relationship with land property,the relationship with land transfer fee and the effect of levying real estate tax.Research methods,innovations and shortcomings.The second part is an overview of the theoretical basis of real estate tax.This paper distinguishes real estate tax from real estate tax from its definition,and introduces the theoretical basis of real estate tax.The third part is the necessity and feasibility of China’s real estate tax reform.This paper emphatically demonstrates the necessity of real estate tax reform in China,including deepening the system reform,solving the "land finance" problem,narrowing the gap between the rich and the poor,promoting the healthy development of the real estate market,guaranteeing local government revenue and transforming the functions of local government;and the feasibility of real estate tax reform in China,including:the gradual improvement of real estate registration system,the improvement of people’s tax awareness,and cities and towns.With the increase of population and percapital area,the ratio of house price to income decreases,and the ability of levying and managing increases.The fourth part is the problems of real estate tax in China.Taking Shanghai and Chongqing pilot projects as examples,this paper briefly introduces and compares the pilot schemes of real estate tax reform in Shanghai and Chongqing,and uses the latest data analysis to analyze the policy effects;the existing problems include Tax rate is unreasonable,Taxation basis has loopholes,Excessive area,Lack of corresponding legal effect,Lack of supporting policies.The fifth part is the existing experience of real estate tax system.Firstly,this paper introduces the real estate tax in the United States,Britain,France and Hong Kong.By summarizing the successful experience of the existing real estate tax system,it brings some inspiration to the reform of real estate tax in China.The sixth part is the policy suggestions to improve our real estate tax system.From the real estate tax reform should follow the principles,tax system design and related supporting measures.Focus on whether the scale of real estate tax can partly replace the income of land transfer,build a model and analyze it to find suitable tax rate and per capital tax-free area,in order to put forward targeted countermeasures and suggestions. |
