Leisure has become part of people's daily life, The combination of leisure and tourism is the latest trend of tourism development in this contemporary world, As a kind of adapting to the development of emerging way of leisure has get the most favor from people. Accelerate the development of Leisure tourism can not only promote the virtuous circle of socio-economic, but also has much positive significance.As Tianjin itself, its own economic conditions of the leisure development has already ripe, it has a good economic foundation and the high starting point of development, there are tens of millions of people in the consumer market, a certain proportion of the high-income class and the rich historical and cultural resources. That, in Tianjin, the time of leisure tourism industry's development has come.Firstly, based on the analysis of significance and characteristics of Leisure tourism, we do research on the Leisure tourism industry of Tianjin from the resource elements, service elements, operating elements, environmental elements four aspects , and with the theory of Leisure tourism-related's support, we establish Tianjin Leisure tourism evaluation Indicators System, with the principles of the indicators system we explore the meaning of the indicators and using the Delphi method to do the selection of indicators, and finally determine the indicator system frame. Based on the indicators system we use Grey relationship to analysis, Compared with Beijing, Shanghai, Chongqing, Tianjin four cities as the breakthrough point, the analysis of these elements in the model for the development of leisure tourism industry in Tianjin to provide a scientific and rational reference. Finally, the paper puts forward several aspects of development measures from the development of tourism resources, enhance environmental protection, increase the urban infrastructure, clear industry positioning and industrial chain construction.
