In this study, it is the starting point that peasantsas the main body is the result of historical experience at home and abroad, and is alsothe reality of China's current conditions; It is inevitable needs from objective andsubjective. The performance of the main body of the farmers is the main input in theconstruction of new countryside, the main decision-making management in the newrural construction and the creativity of farmers, meanwhile they are the ultimatebeneficiaries of the new rural construction. This is the role of expectations of peasantsin the new socialist countryside construction, or definition, is "should be" state.Based on the previous studies,the research described the basic status of new ruralconstruction for the C-village and H-village in Wushan County of Gansu Province,and show a new attitude and needs of rural development for peasants, and explorethem on their own subject position of the conscious level in the new rural constructionand represent action in the new rural construction. This is a new socialist peasants intheir "subject" role to play, is the "is" state.There is a difference between Ideal and Reality which have their own ideas andother factors. more importantly, the lack of the mechanism which make the peasantsparticipate the construction of new socialist countryside, the lack of the necessarysocial environment. Therefore, it became the constraints root that playing the subjectrole in the socialist new countryside construction and the biggest obstacle is thestructural constraints.Therefore, in order to advance the construction of new socialist countryside atthis stage, the peasants improve their thinking and technological knowledge and actively participate in the new rural construction, the government must be fullyrecognized their leading role, and reform some structural constraints factors. In orderto give full playing their main role peasants to create a good institutional environment,to "liberate" them and contribute their strength to construct a new socialistcountryside.
