Research On The Peasants Primary Role In New Rural Construction

Building new socialist countryside is not only a long-term strategic task, but also a huge project. It requires not only a joint effort by the entire party and social interaction but also the main role of peasants. The peasants are the principal part in process of building new socialist countryside. Only arousing the enthusiasm of the peasants, there will be the source of huge power to build new socialist countryside. But the problem that how to mobilize peasants'enthusiasm, initiative, creation and exerting the principal role of the peasants in building new socialist countryside is worth studying and exploring, not only from the theoretical level but also from the practice level. And this is the significance of the paper.The research was started from the reality of new rural construction in our country. After studying on the background and the significance of building new socialist countryside in China, the author referred to a lot of documents, analyzed and summarized instances both at home and abroad. The author also made objective analysis on experiences in building new countryside of the United States, South Korea, Japan and other developed countries, as well as domestic different economically developed areas in building new rural construction. On this basis, through questionnaires, individual interviews, site visits and discussion, the author studied some villages which were the experimental units. Therefore, the author made a comprehensive understanding of the situation and problems of building new socialist countryside in China. In view of the crux of the lacking principal role of rural farmers, the author put forward the incentive mechanism to exert peasants'principal role. In view of the situation of peasants'cultural quality, the author put forward the cultivating mode of peasants'capacity-building. In view of the problems and difficulties, the author put forward the suggestion of exerting peasants'main role in building new rural countryside. At last the conclusion of the research was drawn clearly. Therefore, the most significant character of the paper is coming from practice and supervising the practice. And it is clear that peasants should be the principal part of benefit, the principal part of decision-making, the principal part of management investment, and the principal part of building in new countryside construction. In practice, the successful model was summarized. And the author proposed the policy operable suggestion in order to help to guide new countryside construction in theoretical basis or in practice.
