Study On The Role Of Rural Non-Governmental Organization In The Construction Of New Socialist Countryside

A good harvest of farming lays a solid foundation of a country. Steady countryside contributes a lot to the tranquil society. When farmers become rich, the nation will be prosperous. The problem of farming, farmer and countryside has been the focus of the government and the academy. Especially, in the Fifth Plenary Session of the Sixteenth Congress of CPC, it is taken as an important historical mission to build the new socialist countryside in the modernization drive. Government at all levels and different scholars hold different opinions on the building new socialist countryside in response to the call of the central government encouraging all social strength's contribution. As an important part of the countryside, non-governmental organizations can not be replaced by the government and market and will play a distinct role in the construction of new socialist countrysideThe article, on the basis of analysis of the status quos of non-governmental organizations at home and abroad, gives an opinion that non-governmental organizations couple with the construction of new socialist countryside and how to make these organizations play full roles becomes urgent. In this paper, the article analyzes the reason of the rise of the non-governmental organization, its positioning and its type and brings forward four functions of non-governmental organizations in the construction of the new socialist countryside, namely, to stick up for the rights and interests of farmers and build the smooth voicing mechanism of rights and interests, to speed up the progress of the modernization of the farming and promote the marketing level of the farming, to lessen the rural social contradiction and build harmonious society and to ensure a clear healthy, efficient operation of the government.Based on the above-mentioned theoretic analysis, the article introduces six spontaneous non-governmental organizations in the course of building the new socialist countryside, namely, farming commission, employment commission, salvage and poverty relief commission, recreation and sports commission, public health commission, family planning commission, and discussing and negotiating panel of senior CPC members("Six Commissions and One Panel"). Six Commissions and One Panel plays a great role in the construction of new socialist countryside in Houchong Village. These types of non-governmental organization carry great significance and revelation.Based on theoretic analysis and empirical research, the article bring forth the interior and exterior conditions to realize the functions of non-governmental organizations in the construction of new socialist countryside, analyzes the exterior ambience for the development of rural non-governmental organizations and their inner organization and competence construction, expecting to give some preference to the development of rural non-governmental organizations.
