Research On The Management Model Of Government Investment Projects

Government Investment Projects are important part of the investment in fixedassets for the whole society. The management model and methods have vital impacton the efficiency of investment and the results of construction.At the beginning of this paper, the author briefly reviews the concept anddevelopment of government investment management projects, tries to figures out theintrinsic meaning of the related documents and regulations on the management ofgovernment investment projects, which were instituted by the central and localgovernments.In the following part, the author studies on the case of an development zone inShaoxing, details the three models of welfare house construction. One is the outsourcemodel, which includes project bidding, main articles of the outsource contract and themanagement of construction process. Other is the selfconstructionmodel, whichincludes bidding activities that throughout the four stages of reconnaissance, design,supervision and construction? and management regulations of the related contracts.Another is the Financing Agent Construction(BT)model, the main terms ofoutsource contract were mentioned and the panel of experts and project managementof the Jinghu Bridge were briefed as an example. The author compares these threemodels from the equipment of personnel to the management of bidding, contract andproject? analyzes the respective merit and demerit of these three models.In the final part, the conclusion was deduced on the basis of comparison and theproposals were suggested in the technical and management level. In the end, theauthor points out such problems in the management of government investmentprojects as the decision making, outsource construction, bidding, evaluation afterprojects and gives some advises.
