A Research Into The Agent Construction System For The Projects Invested By Jiangxi Provincial Government

How to improve quickly the management level of the construction projects invested by governments? How to utilize the government investment construction capital on right spots in an appropriate and effective way and maximize the investment benefit of governments at the soonest? How to turn the phenomena of uncontrollable estimates, budgets and settlement to the utmost extent? All these put forward higher requirements on the management of government investment projects.In this paper, the agent construction system executed for the projects invested by Jiangxi Provincial Government is taken as the object of study. First, comparison and analysis of successful management modes of government investment projects home and abroad are made, tentative regulations and policies for executing the agent construction system in different places in China is summarized, and limitations existing in the conventional project management modes and necessity of executing agent construction system are introduced. Then, current status of the projects invested by Jiangxi Provincial Government and situation of Jiangxi Province in executing the agent construction system are analyzed, a systematic statement of agent construction system implemented in Jiangxi Province is made covering the application range, execution method and procedure, work content, selection of agent organizations, charging criteria for agent management fee, capital appropriation and supervision, rewards and punishment and responsibilities and so on. Through the case of Mount Lushan Sanatorium Center Project, major practices, features and experience in the execution are described, existing problems are analyzed, and recommendations for perfecting the agent construction system in Jiangxi Province are proposed.
