Study On Operation Management System And Project Management Of Highway Project

The construction of highway in China begun in 1980s, after about 20 years' astonishing development, the total mileage of highway has already ranked second in the world. The highway management in China has been developing under the circumstance of lacking of management system theory and relevant law and legislation, no source of reference and rigid influence of traditional management system. Thus, every district tries to find a management system which is suitable to the features of highway and rules of highway operation based on its actual and present facts, leading to a phenomenon of coexistence of diverse management patterns.The highway management system is the main form for the government to realize its management functions in transportation area. So this paper firstly did some research on the experience as well as the drawbacks of highway management system in USA, France, Japan, Italy and Australia, aiming at providing inspiration for China's highway management system.Then, this paper used the method of comparative analysis to review the current situation of China's highway management system. Then the problems existed in the highway management system, especially the construction management and operation management, are revealed. After that, the ideas of how to establish a highway management system was discussed theoretically combining with reform principle, environment and experience of current highway management systems to put forward a way to develop the highway management system. The state-owned corporatization management was also brought forward based on the up mentioned of highway management system.Then, this paper embarked on highway operation management system, analyzed the features of highway construction management and operation management, compartmentalized the structure of management tasks using WBS, analyzed the system of maintenance management, which contains the road administration management, traffic safety, fee-collection management, maintenance, communication monitoring, service area and enviorment management of operation mangment, focused on exlabrating the component parts and their management points of the three systems, which are maintenance, road administration management and fee-collection management.Finally, this paper used the Tanglei Highway Project as a case study to demonstrate the feasibility and reasonability of coropertization management, especially emphasized the refine management in theory and system administration in real work, hoping to provide some useful suggestion for China's highway manangment to promote the management level of highway operation management.
